web - Detecting fake mobile numbers that are OTP verified

So I'm stuck on a business problem of validating phone numbers. But with the advent of services like https://receive-smss.com/, OTP verification is not very reliable. For my use case, I want to make sure the user is 100% real. Is there a way to detect if the OTP verification process was done with a valid phone number? Or are there any other methods I can use to be very certain that a person creating the account is real with high precision?
