It seems like you're looking for eval(), which takes a string and evaluates it as a Python expression:

s = "['Fish & Chips', 'Fast Food', 'Restaurants']"

eval(s)
# ['Fish & Chips', 'Fast Food', 'Restaurants']

type(eval(s))
# list
