Is there a way to convert csv file to excel file upon request through apache/.htaccess

Using PHPExcel

$objReader = PHPExcel_IOFactory::createReader('CSV');

$objReader->setDelimiter("");

$objReader->setInputEncoding('UTF-16LE');

$objWriter = PHPExcel_IOFactory::createWriter($objPHPExcel, 'Excel5');
