artificial intelligence - ID3 and neural networks learning model

Question

I'm trying to find out what is the learning model of ID3 and Neural Networks -is it global or local for each of them. For decision trees in general I found that they use global learning but for ID3 and Neural Networks I can't find this information. Can anyone share ?
